Workforce Investment Act
On August 7, 1998 , President Clinton signed the Workforce Investment Act of 1998 (WIA), comprehensive reform legislation that superseded the Job Training Partnership Act (JTPA) and amends the Wagner-Peyser Act. WIA also contains the Adult Education and Family Literacy Act (Title III) and the Rehabilitation Act Amendments of 1998 (Title IV). Guidance or regulations implementing titles II and IV are issued by the Department of Education.
WIA reformed federal job training programs and created a new, comprehensive workforce development system. The reformed system is intended to be customer-focused, to help Americans access the tools they need to manage their careers, through information and high quality services, and to help U.S. companies find skilled workers. This new law embodies seven key principles.
The corner stone of WIA is the One-Stop service delivery system. In North Carolina this system is known as the North Carolina JobLink Career Centers.
The JobLink Centers unifies numerous training, education, and employment programs into a single, customer-friendly system in each community. The underlying notion of the JobLink Centers is the coordination of programs, services, and governance structures so that the customer has access to a seamless system of workforce investment services.
WIA provides services to adults, dislocated workers, and youth. Adult and dislocated worker services must be provided through the One-Stop delivery system and youth services may be provided by eligible youth service providers. If a youth is 18 and older, he or she may access services through the One-Stop delivery system as an adult.
